Legislation concerning water issues almost universally calls for measures of integrated water resources management (IWRM). The logic underlying the principles of the IWRM approach is powerful, as it stresses the cooperative approach to addressing all water management issues.

Integrated water resources management encompasses river basin management and is underpinned by the need for sustainable solutions, providing governments and private water companies with the tools required to counter the ever increasing demand. But maintaining a security of supply for all also needs efficiency savings and complex scenario modelling to ensure a sufficient buffer exists to cater for uncertainties; avoiding the unnecessary development of additional and often expensive, resources.
